The Impact of Sanctions for Young Welfare Recipients on Transitions to Work and Wages, and on Dropping Out
The reintegration of young welfare recipients into the labour market is a major policy objective in many European countries. In this context, monitoring and sanctions are commonly used policy tools. We analyse the impact of strict sanctions for young welfare recipients whose institutional setting features sanctions for non‐compliance with job‐search requirements that effectively cancel benefits for a period of 3 months after detection. We conside…
Evaluating Vacancy Referrals and the Roles of Sanctions and Sickness Absence
Job vacancy referrals are a common active labor market policy measure. Unemployment insurance agencies may combat moral hazard by punishing refusals to apply to assigned vacancies. During sickness spells, minimum requirements on search behaviour do not apply. This may reduce the threat effect of sanctions. We study effects of vacancy referrals and sanctions on unemployment durations and job match quality. We find that a vacancy referral increases…
Job Displacement and First Birth Over the Business Cycle
In this article, we investigate the impact of job displacement on women’s first-birth rates as well as the variation in this effect over the business cycle. We use mass layoffs to estimate the causal effects of involuntary job loss on fertility in the short and medium term, up to five years after displacement. Our analysis is based on rich administrative data from Germany, with an observation period spanning more than 20 years. We apply inverse p…
Locus of Control and Job Search Strategies
Standard job search theory assumes that unemployed individuals have perfect information about the effect of their search effort on the job offer arrival rate. We present an alternative model that assumes that each individual has a subjective belief about the impact of her search effort on the job arrival. These beliefs depend in part on an individual's locus of control. We estimate the impact of locus of control on job search behavior using a dat…
Unemployment Dynamics among Migrants and Natives
Unemployment rates are often higher for migrants than for natives. This could result from longer periods of unemployment as well as from shorter periods of employment. We jointly examine male native‐migrant differences in the duration of unemployment and subsequent employment using German panel data and bivariate discrete time duration models. Compared to natives, unemployed male migrant workers do not find less stable positions, but they need mo…
