Teacher Labour Markets During 160 Years of Education Expansion
This paper documents the construction of a data set for Norwegian public compulsory education covering more than 160 years of educational expansion. The data include the number of students and teachers, teacher shortages measured by the share of teachers without formal qualifications and admission to and graduation from teacher education. The construction of the data is based on a historical description of the compulsory education system, includi…
Teacher shortages, the business cycle, and teacher demand
This paper examines the historical relationships between teacher shortages, teacher demand, and the business cycle using Norwegian data covering a period of >160 years (1861–2024). We find a procyclical pattern in teacher shortages, in particular for the post-WW2 period. The post-WW2 results imply that doubling the unemployment rate reduces teacher shortage by about 10 percent. The finding corroborates evidence from other countries that the publi…
Mobility of novice teachers
Teacher recruitment is a persistent challenge, particularly in small and rural communities. This paper examines the probability that newly qualified teachers enter a teaching position in their home region and a range of individual and regional factors. Using rich longitudinal data from Norwegian administrative registers, we find that several individual and local characteristics matter for the mobility of novice teachers. On average, entering teac…
School spending and extension of the youth voting franchise
This paper provides quasi-experimental evidence from Norway on the relationship between local government school spending and the age composition of the electorate. We exploit a reduction in the minimum voting age from 18 to 16 years in selected local governments in the 2011 local election and a difference in differences strategy to estimate causal effects on compulsory school spending. The results do not support the hypothesis that newly enfranch…
Long‐run Effects of Local Government Mergers on Educational Attainment and Income
Local government mergers are an important policy issue in many countries, yet empirical evidence of the effects of merging and of local government size on the production and quality of local public services is scarce. We use the spatial and temporal variation in forced mergers between cities and their surrounding local governments in Norway to provide quasi‐experimental evidence of the effect on long‐run student outcomes. We find that the mergers…
Quality measures in higher education
We exploit rich administrative matched data for students and institutions to obtain quality measures across higher education institutions in Norway. Our primary quality indicators are based on individual income after leaving higher education within a value-added approach. Estimated quality indicators reveal significant differences in student outcomes across institutions, although the differences are much lower than raw income differences. “Old” a…
The effect of central government grants on local educational policy
The use of intergovernmental grants in educational policies may give rise to a conflict between gains attributable to local flexibility and the central government’s intention to narrow gaps in school spending and resource use across local jurisdictions. This paper estimates the impact on school resources of a Norwegian central government grant intended to decrease the student-teacher ratio in primary school (grades 1–4). The grant was given to th…
Employment and Wages in the Private and Local Government Sectors in a Centralized Fiscal System
This paper discusses the interaction between the local government and private sector in an institutional context consistent with a centralized fiscal system. Under decentralized wage setting in the private sector, the effects of shocks in the two sectors depend on whether private and local public goods are substitutes or complements in the union utility function. Higher wage markup in the local government sector unambiguously decreases government…
Envy, Fairness and Political Influence in Local Government Wage Determination
The main question in this paper is: Do wages of low-skilled workers in Norwegian local governments adjust to clear the labor market for such workers, or are the wages affected by trade unions comparing their wages with other wages inside the local governments? The main empirical findings are as follows. First, wages of low-skilled local government employees respond not to wages in the external labor market, but to wages of higher skilled and high…
