  • Don Quijote

    Open Access•Brian Brewer•ARTICLE•Revista Canadiense de Estudios…•2025

Critics have shown increasing interest in the economic discourse in Don Quijote, but most studies on the topic have focused on Cervantes’s possible political ideology or the ways in which his fiction might reflect long-term socioeconomic changes, such as the transition from late feudalism to early capitalism. This article seeks to integrate the discourse of early modern economics with Cervantes’s poetics. It argues that Don Quijote constitutes an…

  • Unity-in-variety, admiratio and Verisimilitude in the Interpolated Stories of Don Quijote , Part One

    Brian Brewer•ARTICLE•Bulletin of Hispanic Studies•2022

The interpolated stories included in Don Quijote, Part one have frequently been studied as oppositional to the main plot in function of thematic binaries such as literaturelife, illusion-reality, truth-fiction, idealism-realism and romance-novel.An analysis of the embedded tales' shared motifs, commonplace characterizations and structural relationship with the central narration, however, demonstrates Cervantes's attempt to incorporate and harmoni…

  • Values in Perspective

    Open Access•Brian Brewer, Joan Y H Leung et al.•ARTICLE•Administration & Society•2014•Cited by: 1•References: 15

In 1997, the results of an administrative ethics survey of senior Hong Kong public servants were reported in this journal. Using the same questionnaire in 2011, we assessed the ways in which values have changed in the intervening period. Despite major systemic reforms in the civil service, which has evolved from a classic Weberian to a neo-Weberian bureaucracy, organizational, rather than individual, values generally appear to have strengthened. …

  • Las matemáticas sutiles o los límites del saber en La vida es sueño

Ensuring that public service complaints are handled effectively and rights of redress upheld is an integral feature of good governance and effective service delivery. A review of the academic literature and a number of key government reports reveals what citizen complaint and redress systems exist currently, how they can be designed and enabled to operate with the greatest positive impact, and why they are important in holding public officials ac…

    Open Access•Brian Brewer, Mark Richard Hayllar•ARTICLE•International Review of…•2005•Cited by: 7•References: 8

Collaborative working through public–private partnerships, though not new, has become more common. Strong partnerships are built and sustained by norms of reliability consistent with the high levels of systemic trust that the principles of good governance encourage. This article examines two public–private partnerships in Hong Kong in which government actions have severely undermined the trust necessary for the public–private partnership model to…

Public agencies have an important role in establishing and ensuring a secure environment for business operations. Risk management decisions by international business enterprises can be informed usefully by performance data related to the services provided by a host country‘s law enforcement agencies. As recent public sector reforms have emphasized the development of indicators and the measurement of performance in public organizations, such as th…

  • The Impact of Differentiation and Differential on Hong Kong's Career Public Service

    Open Access•Brian Brewer•ARTICLE•International Review of…•2003•References: 7

The public administration principles characteristic of many Commonwealth countries served as the foundations for building the Hong Kong civil service. These have continued to operate in line with the `one country two systems' concept under which Hong Kong has been administered, since 1997, as a Special Administrative Region (SAR) of China. Career employment, hierarchy and public service values combined to provide an overarching unity to a system …
