Conceptualising Gender Equality in Rwanda through the Lenses of Different Actors
The aim of this paper is to examine how key actors implementing Rwanda’s National Gender Policy conceptualise gender equality within local contexts. Using purposive sampling, 38 participants from government, nongovernmental organisations and community-based organisations were interviewed across five districts in Rwanda. Thematic analysis indicates that within the Rwandan context, gender equality is conceptualised as a socially constructed concept…
Unveiling Challenges in the Implementation of Gender Equality in Rwanda
This article examines the experiences of central actors involved in planning, implementing, and evaluating gender equality programmes in Rwanda. Drawing on qualitative interviews with 38 informants across five districts, the study reveals persistent economic, institutional, and social constraints that limit the translation of Rwanda’s progressive gender policies into transformative outcomes. Theoretically grounded at the nexus of gender equality …
Bridging organisational silos to prevent violence
Group Violence Intervention (GVI) has been implemented in Swedish welfare-state contexts to address serious violence through coordinated efforts involving police, prison and probation services, and social services. This study explores how implementation dimensions shaped the rollout of GVI in Gothenburg. Using a qualitative design, 35 semi-structured interviews were conducted with GVI-coordinators. The findings highlight legal constraints, role a…
Strategies for promoting gender equality in Rwanda
This article aimed at exploring measures and strategies used in promoting gender equality in Rwanda. Thirty-eight actors from government, non-government and community-based organisations were interviewed. Using Bacchi’s ‘ What is the Problem Represented to be ?’ (WPR) framework, the analysis reveals that these actors frame the core problem of gender inequality differently: as gender-based violence, women’s historical disempowerment, misunderstand…
Constructing a client category of the experience of buying sex
This study focuses on professionals working in social services with men who buy sex in Sweden. Ten of these professionals have been interviewed, and the study explores how they construct and understand the experience of buying sex as a social problem and how men who buy sex are constructed as a client category. The results show how the professionals describe purchasing sex as an individual social problem that is harmful to the buyer. Furthermore,…
Advancing Social Intervention Research Through Program Theory Reconstruction
Program theory reconstruction is an often-overlooked aspect of social intervention research. In this paper, we argue that intervention research benefits if the research design is informed by the specific intervention's program theory (i.e., the idea of how the intervention is supposed to lead to the intended outcomes). The purpose of this paper is to offer a comprehensive and accessible guide to program theory reconstruction in research on social…
Parents with intellectual disability and their reflections about relationships and support
It is reported that parents with intellectual disability are generally more likely to have depleted social networks and a lack of meaningful friendships. The aim of this study is to explore parents’ descriptions of the relationships in their networks and their reflections on support and what makes the relationships in their networks a valuable resource in their parenting. Semi-structured interviews were conducted with 15 mothers and 6 fathers. Th…
Theoretical underpinnings of active labour market programmes implemented by municipal and non-governmental organisations in Sweden
Active labour market programmes (ALMPs) are a central aspect of labour market policies and are intended to combat the negative effects of long-term unemployment and increase the ability of individuals to obtain gainful employment and financial self-sufficiency. The purpose of this Swedish study is to explore the designs of six ALMPs and their sequential chains, through which participants are intended to transition from long-term unemployment to e…

The ideal victims? Women with intellectual disability as victims of prostitution-related crime
In Sweden several recent prostitution-related offences where the victims were women with intellectual disabilities (IDs) have created problems for criminal investigators and prosecutors. Based on court documents and interviews with police, prosecutors and social workers, and drawing upon Christie's notion of the ‘ideal victim’, four legal cases were analysed. Obtaining solid witness accounts from the victims was usually difficult. Several had a p…
Descriptions of children's needs and parenthood among mothers with intellectual disability
This study looks at how mothers with an intellectual disability describe their children's needs, their own parenting and parenthood, and their encounters with professionals providing them with help and support. The analysis draws upon a relational perspective on disability, theories of modern parenthood, and the concept of the sense of coherence in examining the strategies used by the interviewed mothers in their everyday lives, such as consultin…
