Water security in North Carolina’s most economically insecure county
Negative health impacts of water insecurity are often felt most in poor and rural communities and communities of color, who are more likely to be underserved by water infrastructure and disproportionately subject to socioeconomic stressors. Despite mandated efforts to allocate significant federal resources to infrastructure funding in ‘disadvantaged communities,’ communities with the most need risk systematic exclusion from access to resources, d…

Risk Communication and Factors Influencing Private Well Testing Behavior
Unregulated private wells may be at risk for certain types of contamination associated with adverse health effects. Well water testing is a primary method to identify such risks, although testing rates are generally low. Risk communication is used as an intervention to promote private well testing behavior; however, little is known about whether these efforts are effective as well as the mechanisms that influence effectiveness. A systematic scopi…
Aligning evidence generation and use across health, development, and environment
Although health, development, and environment challenges are interconnected, evidence remains fractured across sectors due to methodological and conceptual differences in research and practice. Aligned methods are needed to support Sustainable Development Goal advances and similar agendas. The Bridge Collaborative, an emergent research-practice collaboration, presents principles and recommendations that help harmonize methods for evidence generat…
Exposure to Contaminated Drinking Water and Health Disparities in North Carolina
Objectives. To examine drinking water quality in majority Black periurban neighborhoods in Wake County, North Carolina, that are excluded from nearby municipal water service and to estimate the health benefits of extending water service. Methods. We tested 3 samples collected July through December 2014 in 57 private wells for microbial contaminants. We compared contaminant prevalences to those in adjacent community water systems (35 280 samples f…
Indoor Air Contamination from Hazardous Waste Sites
At hazardous waste sites, volatile chemicals can migrate through groundwater and soil into buildings, a process known as vapor intrusion. Due to increasing recognition of vapor intrusion as a potential indoor air pollution source, in 2015 the U.S. Environmental Protection Agency (EPA) released a new vapor intrusion guidance document. The guidance specifies two conditions for demonstrating that remediation is needed: (1) proof of a vapor intrusion…

Disparities in Water and Sewer Services in North Carolina
Objectives. We examined the factors that affect access to municipal water and sewer service for unincorporated communities relying on wells and septic tanks. Methods. Using a multisite case study design, we conducted in-depth, semistructured interviews with 25 key informants from 3 unincorporated communities in Hoke, New Hanover, and Transylvania counties, North Carolina, July through September 2013. Interviewees included elected officials, healt…
Racial Disparities in Access to Community Water Supply Service in Wake County, North Carolina
Anecdotal evidence suggests that historically African American communities on the fringes of cities and towns in North Carolina have been systematically denied access to municipal drinking water service. This paper presents the first statistical analysis of the role of race in determining water access in these fringe areas, known as extraterritorial jurisdictions. Using publicly available property tax data, we quantified the percentage of residen…
The effect of communication design and recipients’ numeracy on responses to UXO risk
Risk communications aim to affect recipients’ understanding of specific risks, their trust and liking of the materials, affective responses, and associated behaviors. We developed communications about the number of construction workers expected to get hurt if building were permitted at the former Fort Ord weapons training site in California, despite its contamination with unexploded ordnance (UXO). We created eight versions, which presented text …
