A New Epoch of Individualization? Problems With the ‘Personalization’ of Public Sector Services
The paper discusses the role of the concept of ‘personalization’ in New Labour policy on the reform of public sector services. The analysis points to the contradictory ways in which the concept has been used in both policy statements, in the work of various authors, and in the think tank Demos, which has been closely associated with the diffusion of the concept. The article looks at a number of attempts to organise the play of the children of the urban poor in England during the late nineteenth and early twentieth centuries. It examines the Romantic assumptions about the city that underlay many of these projects and it also discusses the role of social class and gender in shaping the views of the organisers of play of the poor and the slums which they inhabited. The paper examines some of the effects of exposing state schools to the strictures of the market on three governing bodies of secondary schools in two local education authorities. Using illustrative data drawn from an intensive 4 year study, the authors argue that the imposition of the market on schools can exacerbate value divisions between governors in the same school. Legal judgements delivered in recent years have impelled the government to redefine the meaning of free education. This redefinition was one of the miscellaneous measures included in the Education Reform Act. In contrast to former years, much of the responsibility for ensuring that schools only charge for those activities that they are legally entitled to, now falls to school governing bodies.
