The Promise and Peril of the Popular
This article examines the literature on popular liberalism in nineteenth-century Mexico and the shortcomings of two interpretations: popular liberalism as an alternative to elite liberalism, and popular liberalism as a strategy to ultimately pursue non-liberal ends. It argues that both interpretations tend to overstate the distance between the liberal elite and its popular supporters because of an unexamined, dichotomous conception of liberalism …

Liberalism as Utopia
In a 1988 article David A. Brading, drawing on J. G. A. Pocock's The Machiavellian Moment: Florentine Political Thought and the Atlantic Republican Tradition (1975), pointed out that patriotic liberalism in Mexico during the second half of the nineteenth century was a form of classical republicanism, given its defense of egalitarianism, its consideration of the municipality as the bastion of civic liberty, and its emphasis on citizens' political …
Childhood and Modernity in Cold War Mexico City, by Eileen Ford
The historiography of Mexico is rich by Latin American standards but the history of childhood is still a new and small subsection. The only two monographs on childhood in the twentieth century pertain to 1920–40, the first two decades of Mexico’s post-revolutionary period (Susana Sosenski, Niños en Acción: El trabajo infantil en la ciudad de México, 1920–1934 [2010] and Elena Jackson Albarrán, Seen and Heard in Mexico: Children and Revolutionary …
Paying for Progress
Focusing on school funding, this article examines the relationship between the majority indigenous population of the Puebla Sierra and the Mexican state from 1876 to 1930. The article questions assumptions about peasant resistance to taxes and about the dearth of rural schooling before 1921. I find that the municipal personal taxes that funded education during the Porfiriato were raised continually in spite of the fact that they burdened the poor…

Beyond Alterity
A sweeping look at the complicated concept and history of Indigeneity in Mexico

The Art of Being In-Between
From Many, One
In the last three decades, Mexican postrevolutionary education has received the attention of a good number of Mexican and U.S. historians, turning the once-amateur field of educational history into a professional endeavor and contributing to the already rich corpus of postrevolutionary cultural, social, and political historiography. Andrae M. Marak is right in observing that more attention has been paid to José Vasconcelos’s period as secretary o…

Ritual literacy
Focusing on reading methods and practices in rural Indian Mexico at the turn of the twentieth century, this article explains why schooling had little impact in terms of literacy in Spanish yet played a successful political and ceremonial role resulting in what I call a ritual literacy. At the time, the emerging educational system did not consider the difficulties of speakers of indigenous languages faced with a Spanish‐only programme. The late ni…
Playing the Tune of Citizenship
This article examines popular citizenship practices among the Indians of the Sierra Norte de Puebla (Mexico), focusing on the brass bands that participated in religious and patriotic festivals. Rather than analysing the bands as part of the region's popular Liberalism, or concentrating on the festivals' nationalistic content, as previous studies have done, it underlines how the bands' organisation combined customary Indian practices with Liberal …
Struggles for Citizenship? Peasant Negotiation of Schooling in the Sierra Norte de Puebla, Mexico, 1921-1933
This article identifies four different responses to educational policy in peasant villages. Acceptance, appropriation, resistance and opposition to schools are considered as forms of negotiating the educational contract. Peasants contributed to education through legal and customary practices. In return, they sought to influence the terms of schooling. However limited, such influence was possible because the Mexican state had scarce resources and …
