The provision of dental care to emergency shelter users corresponds to lower shelter use over time among typical users
Using linked data from emergency shelters and a dental program in Canada, we sought to determine whether dental care is associated with fewer emergency shelter stays in this retrospective cohort study. We can observe when an individual accessed free dental care and how emergency shelter use changed over four years of follow-up, matching participants to comparable controls. We estimate difference-in-differences effects for each year since receipt …
The impact of Housing First participation on police-reported crime and crime severity
Housing First (HF) addresses chronic homelessness by admitting individuals into permanent shelter regardless of their situation. Studies using self-reported data suggest that HF can potentially decrease justice system use, but they are limited by inaccurate measurement of police contacts. This study uses administrative data from police to measure the change in number of police interactions, change in average crime weight (or importance of crime),…
Homeless Shelter Use by Age and Community with Implications for the Cost of Maintaining City-Wide Systems of Emergency Shelters
How Do Youth Use Homeless Shelters
This paper uses a large administrative dataset providing 105,149 daily observations on 3,176 youth aged between 18 and 24 years using emergency homeless shelters from January 1, 2014, to December 31, 2019, in Calgary, Alberta, Canada. Using k-mean cluster analysis we classify youth who use emergency homeless shelters by their intensity of shelter use. In Calgary, most youth use homeless shelters as a temporary and infrequent refuge when housing i…
Cost Savings of Housing First in a Non-Experimental Setting
We investigate the impact of supportive housing (Housing First, or HF) programs on public service utilization of people experiencing homelessness in Calgary, Alberta. We use data on clients between 2012 and 2016, and, using a pre–post design, we assess the interaction of each client with the health and justice systems. We estimate the savings for $1 spent on HF to be between $1.17 and $2.84. There are potential estimation biases, but our estimate…
Homeless Shelter Flows in Calgary and the Potential Impact of Covid-19
Social distancing and self-isolation are two of the key responses asked of citizens during a pandemic. For people without a home, this advice is rather more difficult to follow. In this article, we use daily data describing the movements of 36,855 unique individuals who used emergency homeless shelters in Calgary over the period 1 January 2014-31 December 2019. We show that the use of emergency shelters is characterized by large flows from and in…
Determinants of social assistance caseloads for employable single adults without dependants in Canada
Government officials like the idea of just a small number of households in their respective jurisdiction receiving social assistance. A large number is seen as costly to the public treasury, and declining caseloads are generally viewed as a mark of success for both the economy and the government of the day. But what factors account for the size of a Canadian province's social assistance caseload? This article aims to shed light on this question, …
Patterns of exits from housing in a homelessness system of care
Public officials around the world seek to target subsidized housing as purposely and efficiently as possible. With limited availability of subsidized housing, it is helpful to know which household types require specific types of housing support and for how long. With this in mind, we undertake survival analysis and hazard models on clients placed into housing funded by the Calgary Homeless Foundation (CHF) to characterize patterns of exit from Ca…
Patterns and Intensity of Use of Homeless Shelters in Toronto
A large administrative data set allows us to examine shelter use by single adults, youth, and families in Toronto. We find important differences in shelter use by single adults, youth, and families. We introduce an approach that allows us to identify a noticeable increase in the percentage of shelter clients whom we define as chronic users of the shelter system—people for whom each episode of shelter use is typically very long. This should be a c…
