Roadside enforcement powers and automated vehicles in the European Union
This article reports on a study of the adaptability of European Union (EU) roadside enforcement powers to automated vehicles (AVs). It identifies technological obsolescence within EU laws where there are powers to stop vehicles being directed to the ‘driver’, ‘road users’ or ‘traffic participant’ all of which are assumed to be a ‘human’ controlling a vehicle. This is problematic in an automated transport future where automated driving systems (AD…
Commercial surrogacy
The surge in demand for surrogacy treatments, combined with regulatory loopholes, has spurred the widespread adoption of global commercial surrogacy. This phenomenon poses potential risks to all involved parties, including surrogates and children, encompassing ethical, legal, physical, and psychological concerns. Although commercial surrogacy is under discussion in various jurisdictions, some countries may reintroduce legislation on the matter. I…
Farm-level acceptability of contract attributes in agri-environment-climate measures for biodiversity conservation
Farmers are key to preserving and restoring semi-natural pastures (SNPs) while maintaining their environmental and cultural significance. To support these efforts, it is essential to create favorable conditions that encourages voluntary participation of farmers in agri-environment-climate measures (AECM) for SNP management. This study aims to assess acceptability of contract attributes within AECM for SNP management at the farm-level, including s…
The Helsinki Convention’s agricultural nutrient governance
National policy styles and path-dependencies are affecting the abilities of Baltic Sea countries to deliver on their commitments under the Helsinki Convention. This article synthesizes evidence and insights from studies relating to the provisions on agricultural nutrient management, a main source of marine pollution. We contend that governments that are strongly concentrated vertically, while fragmented horizontally, lack capacity including with …
Promise and performance of agricultural nutrient management policy
Following decades of international collaboration to restore the Baltic Sea, we provide an assessment of the domestic implementation of measures agreed to limit diffuse agricultural pollution and the patterns of policy instruments applied. Despite the Helsinki Convention being unusually specific in detailing what measures countries should introduce, we find many shortcomings. These are most pronounced in the larger countries (Poland, Germany and R…
How unnecessarily high abatement costs and unresolved distributional issues undermine nutrient reductions to the Baltic Sea
This paper systematically reviews the literature on how to reduce nutrient emissions to the Baltic Sea cost-effectively and considerations for allocating these costs fairly among countries. The literature shows conclusively that the reduction targets of the Baltic Sea Action Plan (BSAP) could be achieved at considerably lower cost, if countries would cooperate to implement the least costly abatement plan. Focusing on phosphorus abatement could be…
Strengthening the policy framework to resolve lax implementation of the Baltic Sea Action Plan for agriculture
In this perspective article, we provide recommendations for strengthening the policy framework for protecting the Baltic Sea from agricultural nutrient pollution. The most striking weakness is the lax implementation of prescribed abatement measures, particularly concerning manure management, in most countries. Institutions of the EU should also be leveraged for achieving Baltic Sea Action Plan (BSAP) goals. In contrast to the Helsinki Convention,…

Billions in Misspent EU Agricultural Subsidies Could Support the Sustainable Development Goals
The Common Agricultural Policy (CAP) is the guiding policy for agriculture and the largest single budget item in the European Union (EU). Agriculture is essential to meet the Sustainable Development Goals (SDGs), but the CAP's contribution to do so is uncertain. We analyzed the distribution of €59.4 billion of 2015 CAP payments and show that current CAP spending exacerbates income inequality within agriculture, while little funding supports clima…
Soil carbon insures arable crop production against increasing adverse weather due to climate change
Intensification of arable crop production degrades soil health and production potential through loss of soil organic carbon. This, potentially, reduces agriculture's resilience to climate change and thus food security. Furthermore, the expected increase in frequency of adverse and extreme weather events due to climate change are likely to affect crop yields differently, depending on when in the growing season they occur. We show that soil carbon …
A suboptimal array of options erodes the value of CAP ecological focus areas
As a part of the greening of the EU’s Common Agricultural Policy in 2013, Ecological Focus Areas (EFA) became mandatory for many European farmers, with the aim to enhance on-farm biodiversity. However, their effects on biodiversity have been disputed. In this interdisciplinary effort, we assessed the effects of current and alternative formulations of EFA regulations in Sweden. By complementing economic and ecological modelling with interviews wit…
Passive farming and land development
Improving agricultural pollution abatement through result-based payment schemes
Action-based payments that compensate farmers for adopting land-management measures to preserve and enhance the environment have been criticized for being ineffective. The root of the problem is that farmers are not paid for achieving a desired environmental benefit, but compensated for their costs of management. There is growing interest in formulating result-based economic incentives. By paying for an environmental benefit and allowing flexibil…

Dr. Dysart in a Dance Around the Drama Triangle
The three positions and switches around the Drama Triangle (S. Karpman) are described as they are enacted by Martin Dysart, the psychiatrist in the contemporary play Equus. Several therapeutic interventions are suggested to cut short such a reallife drama so that the therapeutic process may be enhanced
