Aligning evaluation approaches with context
The Campbellian validity typology has been used as a foundation for outcome evaluation and for developing evidence-based interventions for decades. As such, randomized control trials were preferred for outcome evaluation. However, some evaluators disagree with the validity typology’s argument that randomized controlled trials as the best design for outcome evaluation, and with its strategy to maximize internal validity at the expense of external …
Education evaluation in Singapore
This article aims to review and comment on the articles in this Special Issue and suggest directions for Singaporean evaluators to consider in the future. Based on the review, we found education evaluators in Singapore are familiar with up-to-date evaluation theories and approaches and successfully apply them. We also found that a substantial proportion of these articles (six out of nine) focused on evaluation research. Only three of them related…
Program Plan Evaluation
Most program evaluation efforts concentrate on assessments of program implementation and program outcomes. However, another area of programs that has not received sufficient attention in the literature is evaluating the plan of the program. Since the quality of the plan and planning process can influence program implementation and outcomes, there is a need to expand program evaluation efforts to cover program plans, and thus bridge plan evaluatio…
Proactive Evaluation
Intervention programs are open systems that must withstand the disturbances of the environments in which they are implemented if they are to thrive. Stakeholders can benefit from proactive insights related to potential program malfunction or failure. Evaluators have not developed approaches to serve this preventive function. This study proposes the program stress test as a holistic, preventive approach to program evaluation, aiming to identify vu…
Multiwave Formative Evaluation of a Retention Program for Minority Nursing Students
This study was a formative evaluation of a retention program for nursing students from disadvantaged backgrounds underrepresented in the nursing workforce. The program was challenging, with multilevel interventions, some implemented sequential and some concurrently. The program team was interested to identify problematic components and address them quickly, as part of implementing a rapid cycle improvement process to ensure program success. Evalu…
Using Logic Models and the Action Model/Change Model Schema in Planning the Learning Community Program
Recent interest has been noted in the evaluation community in expanding the focus from program implementation and outcomes to program design and planning. One important step for moving in this direction is to examine existing evaluation models and to assess their relative strengths and weaknesses for planning purposes. This article presents a comparative case study of applying logic models and the action model/change model schema for planning the…
Formal Theory Versus Stakeholder Theory
Health promotion and social betterment program interventions are based on either formal theory from academia or stakeholder theory from stakeholders' observations and experiences in working with clients. Over time, formal theory-based interventions have acquired high prestige, while stakeholder theory-based interventions have been held in low esteem. Here we examine the assumption that formal theory-based interventions are superior to stakeholder…
