  • Institutional closure in development governance

Open Access•József Golovics, Márton Katona•ARTICLE•Environment and Planning C…•2026

Large-scale industrial projects linked to the green transition can proceed through accelerated and procedurally insulated authorization while formal opportunities for participation or contestation remain available. This article develops the concept of institutional closure to denote configurations in which competence allocation, authorization design, and procedural sequencing leave locally accessible intervention weakly aligned with the arenas an…

  • A Micro-level Perspective on Migration Intentions

    Open Access•József Golovics•ARTICLE•Journal of Economics Race and…•2026•References: 8

This paper examines institutional trust as a micro-level behavioural channel associated with migration intentions under uncertainty. Building on institutional economics and behavioural decision-making, it develops a stylised formal framework in which trust in domestic institutions stabilises expectations and increases the perceived value of remaining in the country of origin, thereby lowering the relative attractiveness of migration. The empirica…

  • The Two Faces of Autonomy of Hungarian Foundation Universities

    Open Access•G Kováts, József Golovics•ARTICLE•Higher Education Quarterly•2025

This paper explores the evolution of autonomy in Hungarian model‐changing institutions, focusing on how reforms have altered governance dynamics. By examining both the university's distance from the state and the degree of self‐governance of the academic community, the study employs property rights theory to analyse how governance rights are distributed among the state, boards of foundations and university senates. The findings indicate that whil…

  • Informational autocracy at work

    Open Access•Zoltán Ádám, József Golovics•ARTICLE•New Perspectives•2025•References: 24

The paper examines the transformation of Hungarian popular attitudes on immigration throughout the 2010s, with particular reference to the 2015 European refugee crisis. Using a before-and-after study design combined with a potential outcome framework with Eurobarometer survey data, we analyze pre- and post-crisis shifts and compare Hungary to the broader EU. Our findings show that Hungarian attitudes toward immigrants from non-European background…

  • Addressing the EU's East-West Brain Drain

    Open Access•József Golovics•ARTICLE•New Perspectives•2019•Cited by: 1•References: 18

In the 1970s Jagdish Bhagwati proposed the introduction of a brain drain tax to compensate less developed countries for the welfare losses they suffered as a result of outward skilled migration, but the proposal was never implemented. In light of tensions in Europe caused by the mobility of highly-skilled labour from ‘East’ to ‘West’ following the 2004 EU enlargement, this paper re-examines the feasibility of such a proposal within the Union. The…

  • The role of loyalty in migration intentions

    Open Access•József Golovics•ARTICLE•Society and Economy•2019•Cited by: 2•References: 9

Free movement of persons is one of the fundamental values and achievements of the European Union, however, intentions towards mobility vary across and within the member states. Economic literature has remarkable theories to explain migration flows and individual selection factors of potential migrants, but it ignores major achievements of other social sciences. This paper builds an economic framework to incorporate the Hirschmanian concept of loy…
