  • I. The New Office of American Republic Affairs in the Department of State

    Open Access•Graham H Stuart•ARTICLE•American Political Science Review•1945

The mere announcement of a well-thought-out foreign policy is not sufficient unless adequate machinery is available to make it effective. We have always thought of ourselves as buenos amigos to the republics south of the Rio Grande, but we have not always been able to make them believe it. Conceding that one of the reasons has been certain sins of commission, certainly another has been the sin of omission. The agencies for carrying out our foreig…

  • The Administration of President Leguía of Peru

    Open Access•Graham H Stuart•ARTICLE•American Political Science Review•1928•Cited by: 1

On July 4, 1928, President Augusto B. Leguía will have served thirteen years as chief executive of Peru-the last nine of them consecutively-and will still have one year of his present five-year term ahead of him. This is a remarkable record not only in Peru but in all South America. In fact, in Peru only two other presidents have served two complete terms, and those not consecutive; while Señor Leguía has the honor of being the only man who has b…

  • Home Rule for India

    Open Access•Graham H Stuart•ARTICLE•American Political Science Review•1919

The epoch-marking proclamation issued by Queen Victoria in 1858 announced to the people of India that they were to be admitted freely and impartially to political office. The autocratic bureaucracy of foreigners, culminating in the régime of Lord Curzon, when only about 4 per cent of the members of the Indian civil service were natives, was hardly a fulfillment of the spirit of this proclamation. Nor did the peoples of India consider it such. The…
