Horizontal and vertical equity and public subsidies for private health insurance in the U.S
AI's Impact on Multilateral Military Cooperation: Experience from Nato
AI-based military applications present both opportunities and challenges for multinational military cooperation. This contribution takes stock of the state of discussions around AI-based military applications within the North Atlantic Treaty Organization (NATO). While there have been a number of recent developments in national AI strategies and policies, discussions at the NATO level are still in early phases, and there is no agreed NATO policy i…
Brief communication: Effect of nomadic subsistence practices on lactase persistence associated genetic variation in Kuwait
Lactase persistence (LP)—the ability to digest lactose in adulthood—is paradigmatic of Holocenic dietary change affecting the evolutionary trajectory of specific populations. Kuwait represents one location of high LP where the variation in associated genomic regions has not been examined. Here, we present new sequence data from a 427 bp amplicon 14 kb upstream of the LCT (lactase) gene for two Bedouin tribal populations, the Ajman and Mutran. We …
Implications of the Accuracy of Meps Prescription Drug Data for Health Services Research
This paper assesses the quality of the Medical Expenditure Panel Survey (MEPS) drug data and the impact that misreporting prescription drug data has on descriptive and behavioral analyses. It does this by matching MEPS participants with Medicare Part D coverage during the period 2006-2007 to their Part D claims data. In the validation sample, the number of drug fills and total expenditures are reasonably accurate compared with claims. Household r…
Individual Insurance and Access to Care
Starting in 2014, more Americans will have private, nonemployment-related insurance ("individual insurance"). Using the nationally representative Medical Expenditure Panel Survey for 2002 through 2007, this paper compares access to care between nonelderly adults with individual insurance and those with employment-related insurance. Adults with individual and employment-related insurance report similar, often good, access to care. The study employ…
Smoking in the home and children’s health
Despite the significant progress made in tobacco control, many children are still exposed to secondhand smoke in their home. Reducing exposure to smoking in the home would probably reduce healthcare expenditures for respiratory conditions and improve children's health
The Accuracy of Reported Insurance Status in the Meps
Estimates of the number of insured and uninsured Americans are watched by numerous policymakers and the public, yet studies find respondents do not report their insurance status perfectly. Using four sources of validation data, including surveys of employers and providers, this paper assesses the quality of respondents' reports of private insurance and uninsurance in the Medical Expenditure Panel Survey Household Component (MEPS-HC), a nationally…
Reports of Fewer Activity Limitations: Recovery, Survey Fatigue, or Switching Respondent
BACKGROUND: Very little is known about the validity and reliability of disability dynamics reported in household surveys, and some researchers argue that measurement error likely plays a large part in reported recovery from disability. OBJECTIVES: We assessed the reliability of reported recovery from activity limitations elicited from 2 types of questions. We assessed competing hypotheses explaining reported recoveries from disability: people are…
Rural-Urban Differences in Employment-Related Health Insurance
CONTEXT: Rural residents are disproportionately represented among the uninsured in the United States. PURPOSE: We compared nonelderly adult residents in 3 types of nonmetropolitan areas with metropolitan workers to evaluate which characteristics contribute to lack of employment-related insurance. RESEARCH DESIGN AND ANALYSIS: Data were obtained from the Medical Expenditure Panel Survey, pooled across 3 panels (1996--1998) to enhance the rural sam…
Does Capitation Matter? Impacts on Access, Use, and Quality
Provider capitation may constrain costs, but it also may reduce access and quality of care. We examine the impacts of capitating the usual source of care of enrollees in health maintenance organizations (HMOs). We account for the endogeneity of capitation and other characteristics using generalized methods of moments (GMM) estimation on a sample from the Medical Expenditure Panel Survey for 1996 and 1997. Being organized as a group/staff HMO gene…

Risk Selection among SSI Enrollees in TennCare
The issue of risk selection is especially important for states that enroll blind and disabled beneficiaries of Supplemental Security Income (SSI) in Medicaid managed care. SSI beneficiaries have persistent needs for care, have a wide variety of chronic conditions, and often need atypical and complex services. Risk selection occurs when the health care needs of beneficiaries enrolled in a specific plan differ systematically from the needs of the o…
The Campaign for proposition H and preference voting in San Francisco, 1996
When in 1996 San Franciscans were offered a novel choice between electing their Board of Supervisors in single member districts or by the single transferable vote form of proportional representation, 44% backed STV
Labour Process Theory
