Indigenous Peoples in Canadian Migration Narratives
An increasing number of migration scholars have been critical of the narrative of Canada’s successful immigration history, because of its neglect of colonial and discriminatory practices against Indigenous peoples and racialized minorities. This paper seeks to engage critically with this scholarship by insisting on the distinct places Indigenous peoples have in Canada’s immigration history and migration narratives. By comparing various administra…
Governing International Labour Migration
This book offers a critical examination of the way in which the nature and governance of international labour migration is changing within a globalizing environment. It examines how labour mobility and the governance of labour migration are changing by exploring the links between political economy and differentiated forms of labour migration. Additionally, it considers the effects of new social models of inclusion and exclusion on labour migratio…
The ‘Diaspora option’, migration and the changing political economy of development
Influenced by the recognition of the social and economic value of migrant exchanges, the shift to a Post-Washington Consensus, and the rise of India and China as emerging economies – the ‘Diaspora option’ is becoming a significant component of the development strategies of countries with large migrant populations across Africa, Latin America and the Caribbean, Asia and Eastern Europe. In this paper we examine the political economy within which th…

Many multilateral efforts have unfolded since the 1990s with the objective of discussing the improvement of migration regulations. Can these efforts be conceived as the sign that the sovereignty of the nation-state is eroding? The fact that states remain in control of many dimensions of migration policies invites a cautionary answer. An alternative interpretation consists in comprehending these efforts as conditioning a new world migration order.…
The cart before the horse? The coordination of migration policies in the Americas and the neoliberal economic project of integration
The coordination of migration policies is generally understood as a mechanism for improving the management of migration flows in response to new migration challenges or to pressures by public opinion in receiving countries. The analysis of the Regional Conference on Migration offers another interpretation. Such coordination among countries of North and Central America is not so much about controlling flows. Rather, one can look at this process of…
Regionalisation of migration policies and its limits
Migration policies in both the European Union and North America converge in substantial and formal ways. Such convergence can be explained by neoliberal restructuring that affects strategies and the geography of production, as well as state forms. But neoliberal transformation does not homogenise migration policies completely. Both regions exhibit significant differences that can be explained by the ways in which space is occupied by social force…

Global Restructuring in the World Economy and Migration
The author describes changes in global migration patterns. My focus will be on international migration within and from the South--in what are often called the less developed areas or the periphery of the world economy. I will argue that migration flows have been transformed in two ways by globalization. First the flows are much greater than before because globalization has increased the number of conditions prompting migration and the number of g…
