With the collapse of jobs in this economic sector, the city's black community began to manifest the full range of behaviors said by Wilson to be associated with the underclass.     Metropolitan Miami has undergone a series of major changes during the previous three decades. This paper focuses on how well its black population has fared, in terms of resource acquisition, vis-a-vis the new immigrant Cuban population.
