The Political Determinants of Fiscal Governance in the EU: Towards a New Equilibrium
The article investigates the political determinants of fiscal governance in the EU. Since the outset of the Economic and Monetary Union, the EU adopted a model of fiscal regulation which attempted to keep government debt and deficit in check to avoid “fiscal dominance.” With the 2020 pandemic, the EU suspended the fiscal rules and adopted a program, Next Generation EU, having some features of a central fiscal capacity. On the bases of comparative…
Next generation EU and the future of economic governance: Towards a Paradigm Change or Just a Big One-Off
Next Generation EU (NGEU), the new temporary program (2021-2026) decided by the European Union (EU) to deal with the economic consequences of the COVID-19 pandemic, represents a substantial break with respect to previous EU responses to economic crises. After identifying the discontinuity introduced by the NGEU compared to the governance response to the sovereign debt crisis of the early 2010s, the paper investigates the conditions under which a …

Enhancing Europe’s Economic Global Power
EU bodies and institutions where the EU has a substantial influence should also lead by example and encouraging the use of the euro in their operations namely, debt issuances and international payments. An increase in euro‐denominated debt could represent a natural hedge, as it would lead to a better matching between the foreign exchange position of assets and liabilities

The EMU Debt Crisis: Early Lessons and Reforms
The economic and financial crisis and its aftermath have put economic and monetary union (EMU) to the test and exposed gaps in its initial policy architecture. Collective rules of fiscal discipline have proven difficult fully to enforce and excessive public indebtedness has been confirmed as a potential source of systemic instability. Broader economic and financial imbalances have also been shown to carry important risks for individual Member Sta…

An Agenda for a Growing Europe: The Sapir Report
This book presents the report on the European economic system, which was submitted to the President of the European Commission in July 2003. The report is divided into three parts. The first contains an assessment of the economic performance in terms of growth, stability, and cohesion. The second explores the challenges facing the European Union. The third presents a series of policy recommendations for the future.
Why Do Large Countries Flout the Stability Pact? And What Can Be Done About It
Fiscal Discretion and Elections in the Early Years of EMU
An early criticism of the Stability and Growth Pact (SGP) has pointed to its asymmetric nature and the weak mechanisms to prevent politically‐motivated fiscal policies: its constraints would bite in downswings but not in upswings, especially if, in the latter, the electoral cycle increases the temptation to run expansionary policies. We find that the experience of the initial years of EMU lends support to this criticism. Overall, unlike the exper…
EMU and Economic Policy in Europe: The Challenge of the Early Years
Maastricht’s Fiscal Rules at Ten: An Assessment
The Maastricht Treaty is ten years old. Its fiscal rules played a key role in kickstarting and sustaining the budgetary retrenchment efforts in European Union countries in the run–up to economic and monetary union (EMU). The experience of the Maastricht–induced fiscal consolidation shows that the political economy dimension of the rules is key to their success. It remains to be seen whether the stability and growth pact — which aims to lock EMU m…
Stabilizing Output and Inflation: Policy Conflicts and Co‐operation under a Stability Pact
The article analyses in a simple setting a game between an inflation‐conservative central bank and a fiscal authority subject to an upper limit on the budget deficit. It is shown that complementarity or substitutability between the policies and the preference of each authority for the other authority's behaviour crucially depends on the type of shock hitting the economy. If the government attempts to stimulate output beyond its natural level, a ‘…
Close‐to‐Balance or in Surplus: A Policy‐Maker's Guide to the Implementation of the Stability and Growth Pact
Under the Stability and Growth Pact, countries are committed to achieve medium‐term budget positions of ‘close‐to‐balance or in surplus’. The rationale for this commitment is that such budgetary positions would allow for the full working of the built‐in stabilizers without triggering the sanctions procedures of the Pact. This article sets out to show how quantifications of the medium‐term (structural) requirement can accommodate the desired aim a…
