We examine patterns of migration and far-right voting in London following the eastern enlargement of the European Union in 2004 and 2007. To address immigrant sorting, we draw on transport and geography scholarship about migration to develop an instrumental variable approach. Theories of retrospective accountability assume that voters punish poor governance and reward improvements, yet empirical evidence remains mixed. A central explanation of fiscal performance focuses on the structure of the cabinet. However, the partisan context of cabinet decisions remains under‐explored, the findings are based on small samples and the variables of interest are often poorly operationalised. The literature on fiscal institutions argues that there is a pro-spending bias in legislative budgeting, which can be mitigated by institutional arrangements. Based on a broad comparative overview and specific examples, this article looks at the role of PACs in financial scrutiny.
