What do local politicians want from citizen participation? Representational orientations and participatory preferences in Norwegian local government
Why show up? Understanding why politicians attend public meetings
This article examines what motivates elected representatives to engage with citizens in organised settings, specifically investigating the role of anticipatory representation – aligning policies with future voter preferences. Using representation theory, the study involves in-depth interviews with representatives in three Norwegian municipalities, focusing on their perception of public meetings as avenues for listening, convincing, and deliberati…
How well do participatory governance arrangements serve political leadership
Participatory governance arrangements are assumed to strengthen elected representatives' capacity for political leadership. This study argues that the relationship between participatory arrangements and perceived political leadership depends on the design of the participatory arrangements. Drawing on a survey to local councilors in Norway, we found that sharing power with citizens through interactive governance arrangements was associated with lo…
Why such a different choice of tools? Analysing recent local government reforms in Denmark and Norway
Local government amalgamation reforms are politically demanding ventures because potential benefits are often diffuse and long term, while costs are concentrated and immediate. We investigate the role of national political actors in forming alliances and choosing policy tools in such demanding reform contexts. Empirically, we compare the Danish amalgamation reform, characterised by the use of authoritative government tools and a nationally direct…
Competing perspectives on participatory arrangements
In this article, we investigate elected representatives’ attitudes to citizen participation and the design of participatory arrangements. We distinguish between citizenship-oriented and governance-oriented attitudes. Whereas citizenship-oriented attitudes imply designing participatory arrangements to safeguard the democratic values of equality, transparency and inclusion, governance-oriented attitudes imply designing participatory arrangements to…
A framework for analyzing organizational culture among politicians
In this article, we develop a theoretical framework for investigating how organizational culture relates to the roles of elected representatives. Based on Douglas's grid and group logic, our framework evaluates two cultural dimensions, negotiability and conflictuality, upon which these roles depend. The negotiability dimension describes elected representatives' roles from a strictly hierarchical and bounded notion of how politics should be handle…
Governing the coordination of care for older people
Increasing specialisation and demands to decrease the length of hospital stays have important consequences for the integration of specialised health and local care services. Based on case studies of care agreements in Denmark and Norway, this article compares subnational governance strategies for coordinating care services for older people discharged from hospitals. The question is how, and to what degree, national government regulations have an …
Territorial upscaling of local governments
Local government systems change at varying speeds. While some countries have dramatically reduced the number of local governments during a short period of time, other countries have seen only incremental change or relative inertia. A number of explanations for structural change have been put forward in the comparative local government literature, but these explanations have to a small extent been tested empirically. This article uses statistical …
New Public Management Reforms and Democratic Legitimacy
The article extends the question about the notion of democracy to the concept of democratic legitimacy and distinguishes between input and output-based legitimacy. We explore local councillors' view on the two alternative notions of legitimacy. The first question is descriptive and concerns the support for alternative notions of democratic legitimacy among councillors across twelve West European countries. What notion of legitimacy receives the s…
Evaluating performance in urban development networks – the Nordic context
This article examines the performance of three urban development networks typical of the Nordic countries. While such networks generally are believed to produce effective solutions to the complex problems they are established to solve, not all networks perform well. In the three illustrative cases discussed in the article the stakeholders themselves, despite obvious lack of immediate results, seem to evaluate the networks in rather positive terms…
Universalism and the local organisation of elderly care
Purpose – The purpose of this paper is to discuss the concept of territorial equality as an indicator of universalism in locally provided care services for older people. The research question explored is how the local organisation of care services impacts on and either strengthens or weakens local universalism
Size and e‐Democracy
This study of municipal e‐participation in Norway, comprising local politicians as well as citizens, explores the impact of municipal size on online participation. First, the analyses show that the conventional predictors of offline participation also influence online participation, but the Internet encourages more activity among young people. Second, the same digital divides are generally found within the local political elite as among the citiz…
Kommunalt selvstyre eller samstyring
Sentraliseringsparadokset – Hvorfor staten overtar styringen fra kommunene
The paradox of centralisation: Why national government intervenes in local government. Rune J. Sorensen and Signy Irene Vabo Most democratic systems including Norway are based on geographical representation. Since national regulations of local government are likely reduce welfare of parts of the electorate, we would expect members of the national assembly to protect the autonomy of local governments. Recent developments go against this expectatio…
Norwegian Local Councils as Democratic Meta-governors? A Study of Networks Established to Manage Cross-border Natural Resources
Political characteristics, institutional procedures and fiscal performance
Budgeting can be understood as a common resource pool problem where spending agencies have incentives to encourage excessive levels of current spending and reduce budget surplus or create budget deficits. The political leadership is assumed to have an important role in keeping fiscal control and resisting the high‐demanders’ pressure for increased spending. Three factors of relevance for their success are investigated: political characteristics (…
Committee structure and political preferences
In Norway, as in the other Nordic countries, sector‐based policy making in local government is considered a problem as it is alleged to take place at the expense of a more integrated approach. Inspired by American rational choice theories on committee power, this article first sets out to establish whether thedistributive rationaleof the present committee system actually does promote sector‐orientation among local politicians. This approach is ch…

New Organisational Solutions in Norwegian Local Councils
Inspired by the concept of New Public Management, recent organisational alterations in Norwegian local councils have aimed to change the role of local politicians from a traditional to a strategic political one. Traditionally, local politicians have been involved in the day‐to‐day activities of the council, and have tended to address single issues and details. Strategic leadership implies, however, a withdrawal from close contact with the service…
