Determinants of non-partisan ministerial appointments in presidential systems
Why do presidents appoint non-partisan ministers? Despite growing interest in technocratic appointments, little is known about the conditions that lead presidents to include non-party figures in their cabinets. This paper draws on an original dataset of 181 inaugural governments across 19 American presidential regimes from 1980 to 2025. It examines how institutional, ideological, and coalition-based factors shape the proportion of independent min…
The Missing Link
Digital platforms are transforming how governments deliver public services; however, many citizens still depend on third parties to access them. This article identifies and classifies these “digital intermediaries” drawing from a national survey in Chile—a country with high digitalization but deep digital inequality. We find two major types of intermediaries: “close” actors (family and peers) and “hierarchical” actors (politicians, bureaucrats, a…
Determinants of the cabinet size in presidential systems
The composition of cabinets under presidential regimes has constituted one of the top topics of the litterature in political science in recent years. However, nothing has been said about the proper size of those cabinets. That is, why some cabinets are 37 ministers large when other is formed by just 13 members? We carry on a theory of cabinet size under presidential regimes, using insights from both parliamentarist and presidentialist literature.…
Chile 2021
This ankle analyzes the main political events of 2019 in Ecuador. By examining the style of government, economic conditions, relations between the executive and the legislature, it is argued that the institutional framework is extremely dependent on the president's leadership style and the economic context, particularly on oil prices. Contrary to what was expected, the validity for more than ten years of the constitution has not strengthened inst…
Cambios de gabinete y supervivencia de los ministros en Chile durante los gobiernos de la Concertación (1990-2010)
This article analyzes cabinet turnover and factors that had an influence on the survival of 180 ministers in Chile between 1990 and 2010. With survival analysis, specifically, proportional hazards models and Cox regressions with shared-frailty, the individual characteristics of ministers, such as survival/risk predictors and the influence of institutional factors and critical events, are evaluated. It reveals that there were different individual …
Los think tanks en el gabinete
This paper analyses the main factors that allow access to Michelle Bachelet’s cabinet (2006-2010) and to Sebastián Piñera’s cabinet (2010-2014) in Chile, with focus on the influence of participation in think tanks to access the cabinet. We work with a database of 102 cases corresponding to 90 people who were appointed ministers in the mentioned period. We present a description of the group, and a Qualitative Comparative Analysis (QCA). The result…
