Learning through comparison when studying evidence and policy
The aim of this themed section is to demonstrate the conceptual and empirical contribution that comparative perspectives offer in advancing scholarship on the evidence-policy interplay. It is motivated by our sense that a lack of comparative analysis within this area of research risks conceptual confusion and contributes to limited engagement with the more political dimensions of evidence use. Organisational factors in evaluation use
This study explores the organisational determinants of evaluation use. It proposes a framework distinguishing between the initial and advanced phases of evaluation practice and predicting what factors determine the type of evaluation use at each phase. Our framework was empirically tested using a survey of 1123 public and non-governmental organisations across five European Union (EU) countries: Czechia, Denmark, Italy, the Netherlands and Poland.…

Policies aimed at upskilling, motivating and/or disciplining the unemployed have remained a cornerstone of most OECD countries’ employment policies since the 1990s. A matter of culture? Conceptualizing and investigating “Evidence Cultures” within research on evidence-informed policymaking
This paper conceptualizes the notion of “evidence culture” in evidence-informed policymaking by surveying existing literature that either specifically employs the term or uses adjacent terms such as “epistemic” or “research culture”. It employs mixed-methods scoping review, combining citation analysis using Web of Science data used to identify the key clusters of scholarship with a qualitative thematic analysis of key papers across these clusters…

The article draws on insights from the literature on street‐level bureaucracy to analyze how public officials experience and deal with challenges arising from hybrid governance. Empirically, we focus on managerial staff and front‐line workers employed in Danish employment service delivery organizations, respectively. For several decades, the social investment (SI) state has been heralded as the saviour of the welfare state, while at the same time being criticised for being just another instance of neoliberal downsizing of the welfare state. This study analyzes technocracy as a distinct rationality and shows how this rationality continues to inform the adoption and restructuring of new governance arrangements within the public sector. The recalibration of governance arrangements according to a technocratic rationality offers a way for governments to retain control amidst increasing decentralization and local self-governance.
