The International Financial Architecture
Shortly after the Mexican crisis of 1994-95, the major industrial countries undertook to strengthen the international financial architecture. They sought to reduce the risk of future crises by increasing the availability of information about economic conditions in emerging-market countries and strengthening the financial systems of those countries. They sought better ways to manage future crises, including ways to involve private-sector creditors…
Economic and Monetary Union in Europe
This book provides a comprehensive account and analysis of the plan for European monetary union contained in the Maastricht Treaty. The provisions of the treaty itself are examined, showing how they evolved, what must be done to implement them, and some of the problems they will pose. Kenen goes far beyond the treaty, however, to survey and adapt recent research by economists on the benefits and costs of monetary unions, the conduct of monetary p…

The European Central Bank and monetary policy in stage three of EMU
If all goes according to the plan adopted at the Maastricht summit, the European Community will have a single central bank before the end of the century and a single currency soon thereafter. How will the European Central Bank (ECB) be organized? What powers and duties will it have? How will it conduct monetary policy? Peter Kenen proposes answers to those questions by drawing on the text of the treaty approved at Maastricht and filling some of t…

Organizing Debt Relief
In March 1989, the new U.S. Secretary of the Treasury, Nicholas Brady, endorsed a change in strategy for dealing with developing country debt, calling for a three-year waiver of clauses in existing loan agreements that stand in the way of debt reduction "to accelerate sharply the pace of debt reduction and pass the benefits directly to the debtor nations," and called on the IMF and World Bank to use some of their policy-based lending to aid the d…

Measuring and Analyzing the Effects of Short-Term Volatility in Real Exchange Rates
This paper examines short-term volatility in the real effective exchange rates of industrial countries and its impact on their imports. It yields three conclusions. First, volatility has not diminished as markets have gained experience with floating exchange rates; the trend appears to be in the opposite direction for some countries. Second, exposure to short-term volatility has differed among countries; Japan and Sweden have experienced much mor…

The International Position of the Dollar in a Changing World
Peaceable relations between states require that each nation affected by another's acts be induced to acquiesce in all those acts, but this acquiescence may take many forms. It may be quite positive, involving affirmation and, at times, concerted action, or it may be negative, involving mere silence or pro forma protest and, most importantly, total abstinence from countervailing acts. Economic and financial relations between states display all for…

T HE international transactions of the United States are larger in volume and variety than those of any other country, and the United States dollar is more widely used than any other currency. The international financial position of the United States defies simple summary, and the status of the dollar cannot be appraised by striking a single sum or balance across any set of numbers. But these familiar observations do not diminish the importance o…

The Demand for International Reserves
IF economists could measure the need for reserves, they might be able to agree on the right way to reform the international monetary system. Most of the economists who propose drastic reform do so because they anticipate a shortage of reserves; some even believe that the shortage is upon us. Those who advocate more gradual change believe that reserves are adequate now and for the next several years; some even believe that reserves are excessive. …
