How ‘sustainable’ is development communication research
This article argues that a focus on sustainability will allow us to engage the complexity that communication research for development and social change routinely encounters. We start with a brief historical overview, move to the need for sustainability as an organizing principle, then to a consideration of some theoretical and methodological approaches to sustainability, and finally to conclusions concerning the state of the field
Introduction
The Chinese dream shattered between hard and soft power
Sometimes the Chinese dream is of sustainable development, of anti-corruption, of constitutionalism, of a clean environment, or of social harmony. Essentially, like the American dream or any dream for that matter, the Chinese dream can mean anything to anyone. However, more so than in ‘democratic societies’, where dreaming is free and extensively discussed, the authoritarian Chinese government and Communist Party seem to have a problem as these s…
New challenges for communication for sustainable development and social change
This article provides an overview of subdisciplines in the field of Communication for Development and Social Change. Different subdisciplines of communication science are analyzed to assess their connection to the field. Building on these subdisciplines the article reviews health communication, agricultural extension and rural communication, and environmental communication as practice-based subdisciplines of Communication for Development and Soci…
The tools of social change
Generally, the literatures on Information and Communication Technologies for Development (ICT4D) and on networked resistance are evolving isolated from one another. This article aims to integrate these literatures in order to critically review differences and similarities in the techno-centric conceptions of agency and social change by political adversaries that are rooted in their socio-technical practices. We repurpose the critique of technolog…

Homo Academicus, Quo Vadis
In a recent assessment of the history of communication studies from a sociology of science approach, Maria Loblich and Andreas Mathias Scheu argued that both “internal” conditions (such as social interests, norms, reputation system, social structure, and organization of science) and “external” influences (the relationships between science and other areas of society) affect the development of a scientific community. I attempt to highlight some of …

Towards a framework of sustainability indicators for ‘communication for development and social change’ projects
This article presents an overview of the emergence of sustainability themes in communication for development and argues that there is an urgent need for a framework of sustainability indicators for communication for development and social change projects around the world. It fills a crucial gap in the growing body of literature by first synthesizing the most relevant data currently produced by global and local institutions, NGOs, UN-based organiz…
Advocacy communication for peacebuilding
Advocacy communication is now a key action term in development discourse. Advocates are usually issue- or programme-oriented and do not often think in terms of an ongoing process of social change in general, or peacebuilding in particular. The resolution of an issue or the initiation of a programme are ends in themselves. Thus, the primary aim of advocacy is to foster public policies that are supportive to the solution of an issue or programme. S…
Sustainability testing for development projects
The term sustainability has grown increasingly popular as development experts seek to measure the long-term impacts of their projects. Although there is no commonly agreed definition of sustainability, the word has become a common catchphrase. It is often used to describe the desired goal of lasting change within institutions, communities, and projects. We provide a tool to aid in the evaluation of the sustainability of development projects. We h…

Communication for Development and Social Change
Jan Servaes underlines that development communication is, first and foremost, about people and the process needed to facilitate their sharing of knowledge and perceptions in order to effect positive developmental change

Harnessing the UN System Into a Common Approach On Communication for Development
In the UN system, conflicts and contradictions seldom concern the Millennium Development Goals (MDGs) as such, but rather the means of achieving them. These differences of opinion about priorities, and about how much and to whom development aid or assistance should be directed, could be explained by analysing the ontological, epistemological and methodological assumptions underpinning the general perspectives in the communication for development …
Read the Cultural Other
Read the Cultural Other contains studies on non-Western discourse. It has two principal aims. Firstly, it argues that the study of non-Western, non-White, and Third-World discourses should become a legitimate, necessary, and routine part of international discourse scholarship. Hitherto, non-Western, non-White, and Third-Word discourses have been relegated and marginalized to a 'local', 'particular', or 'other' place in (or, one might argue, outsi…

Development Theory and Communication Policy
Most scholars agree that thinking about communication and development as a distinct discipline emerged after World War II, and they usually point out two paradigms: `modernization' versus `dependency'. In this article a new perspective is perceived in terms of a new paradigm, defined as `multiplicity in one world'. It is argued that these three paradigms imply quite divergent communication policy consequences

Privatization and commercialization of the Western‐European and South‐East Asian broadcasting media
The European and Asian communications environments are undergoing a number of major structural changes. Nowhere, perhaps, are these changes more profound than in the field of broadcasting, which is ceasing to be an activity almost entirely governed by national legislation and market forces. With rather different economic political infrastructures and broadcast traditions, there are intriguing regional differences and similarities when the course …
Europe 1992’
The article discusses the changing role of the European Community and its impact on national media systems and policies. It claims that the EC-policies advocate total freedom to provide services across borders, and that, therefore, total liberalization may lead to a future cultural synchronization and economic oligopolization of Europe. The main arguments presented are: 1. The national, and especially the European policies regarding telecommunica…

Cultural Identity and Modes of Communication
The concept of culture has long been virtually ignored in development and communication theories. In this chapter, a new perspective on culture has been developed. It defines cultures as social settings in which a certain reference framework has taken concrete form or has been institutionalized and orients and structures the interaction and communication of people within this historical context. Therefore, in the patterning of their social existe…

The European Information Society
This article addresses some of the complex issues related to the so-called `European information society' from at least three interrelated perspectives: from theory (on the basis of a brief literature review), from practice (referring to a number of available surveys and research data) and from a policy perspective. It points at major contradictions in and between both European policy statements and the data collected as part of the ongoing Measu…
The impact of the transfer of information technology on development
Like other technical changes, the new information technologies have inspired hopes and fears. The optimists celebrate the “technologies of freedom” and their potential for growth and autonomy, the enhancement of skills and culture, the elimination of unpleasant and boring tasks (Pool 1984). On the other hand, the pessimists fear dehumanized work, growing unemployment, and bureaucracy, with unavoidable threats to privacy (Mosco 1987; Robins and We…

Technology transfer in Thailand
The new technologies have inspired both hopes and fears, resulting in opposite “boom” versus “doom” scenarios. In the development debate, similar polarized viewpoints are to be found. Nowhere is the disparity between the so-called First and the Third Worlds more pronounced than in the area of technological development. Many developing countries try to make up their backlog in a way that creates more instead of less dependence. Though they underst…

Into the Twilight Zone
Who governs and controls the media? Whose interests do they serve? What resources do they use? What is the nature of their products? What needs are being met and what are not met? These are just some of the general questions that should be central within any program of communication research. ... In short, we need the knowledge that only research can provide before we can develop adequate communication policies. Ideally, such policies should be b…

Demystifying media globalisation in Latin America
Over the years the word ‘globalisation’ has increasingly been used to refer to a process through which the entire human population is bonded into a ‘single system’, a ‘single society’, or ‘the structuration of world as a whole’, as defmed by Robertson.2 This ‘single system,’ then forms the framework for individual activities and nation-state operations. It is conceived both as a journey and a destination—with arrival at the globalised state final…
