The Diffident Movement

The informal organizations that emerged in the shantytowns of Chilean cities during military rule practically all began as mere subsistence-oriented groups. In the course of time, however, for many observers they became more than just an adaptive strategy. They were widely interpreted as a renewal of traditional organizational schemes and a critique of traditional party guardianship. The fact that new actors had appeared upon the stage was highlighted: women and youth were the groups most involved. The organizational network was viewed as the most promising and stimulating resistance to the dictatorship. Moreover, it was imagined to be the cradle for a shantytown movement that increasingly demanded access to the stage and was to play a decisive role in the democratization struggle. Expectations reached a peak in 1983: in that year and the following one a series of national protest days was announced by parties and organizations such as the slowly recovering trade unions, and the shantytowns participated with great enthusiasm. It was as if harvest time had come. But the cycle of protest proved incapable of shaking the dictatorship. Partly because of the regime's effective response, the level of violence increased as the months passed, and as a result the level of participation diminished.
