THE INTERNATIONAL CIVIL SERVICE has been a phenomenon of importance for a half-century, but it has been the object of sustained scholarly attention only recently. The attention which the topic has received varies in quality and in genre. The purpose of this paper is to discuss the basic forms which research and scholarship on the international civil service have taken and to indicate the possible directions of future research emphases.
