Pressure for social security reform is mounting from all sides. The public is pressing the policymaker to make social security a fairer system and a more economically efficient one. T"o respond to the pressure, the Department of Health, Education, and Welfare (DHEW) has recently proposed two plans for revising the current system. One is called the "Earnings Sharing Plan," the other the "Double-decker Plan." This, article describes, contrasts, and analyzes the proposals. I recommend the adoption of the double-decker plan, but with important modifications to implement two principles of social security- individual equity and social adequacy-in an equitable, efficient, and systematic fashion
