The Lombard League emerged as a major political force in the local elections of May 1990. Its continued growth has been accompanied by charges of “populism” and “racism.” Political scientists classify its success as the result of a “protest vote” — a raw manifestation of political discontent not unlike the support extended to the pensioners' party, the Greens and others. But the Lombard League is not reducible to this, or to a feverish surge of localism. Neither is it the result of the supposed unpopularity of the Christian Democrats after too long a “reign.” It can only be understood in terms of Italian history and above all the relation between state and society, which is rapidly breaking down
