A fter three decades of turbulence, Cambodia has entered a period of political stability. A new government was invested in December 1998, following a second election that was pronounced free and fair by international observers. Prime Minister Hun Sen has consolidated power and has been governing without serious opposition. The Khmer Rouge are finished as a political or military threat, and peace prevails throughout the country. This article analyzes the current political scene in Cambodia, focusing on the politics, institutions, and policies of the new government. A brief summary of events leading up to the establishment of the new government will set the stage for this examination
