Cambodia Confounds the Peacemakers, 1979-1998
Emerging Stability in Cambodia
A fter three decades of turbulence, Cambodia has entered a period of political stability. A new government was invested in December 1998, following a second election that was pronounced free and fair by international observers. Prime Minister Hun Sen has consolidated power and has been governing without serious opposition. The Khmer Rouge are finished as a political or military threat, and peace prevails throughout the country. This article analy…
Laos 1990: Socialism Postponed but Leadership Intact
In 1990 Laos underwent significant change, both in internal and external affairs. Although the revolutionary changes of the communist systems in Eastern Europe and the Soviet Union were not duplicated in Laos, its political and economic systems were marked by them. However, the veteran communist leadership in Laos remained in control ? probably the longest-serving remaining communist leadership in the world. On the domestic scene, the trend towar…

Laos: Gearing Up For National Development: An Overview
In 1984 Laos retained its aura of obscurity derived from the limitations on entry and travel within the country and the constrictions on its economic and political relations. The following account, however, draws upon conventional sources of information to dispel the mystery, that is, press and radio, foreign service personnel, international organizations, as well as a research visit by one author to Vientiane and the Plain of Jars. The Communist…
Laos: Coping with Confinement
Leadership In 1981, the Lao Peoples Democratic Republic (LPDR) was led by the same small, cohesive band of revolutionaries who had directed the Pathet Lao since 1949, the year that the latter had split from the Lao Issarak (Lao Freedom Movement). A contingent of leaders, including Souphanouvong, Phoumi Vongvichit, and Phoune Sipraseut, had emerged in 1973 from their mountain redoubt in Sam Neua Province to accept ministries in the coalition gover…

Laos 1976: Faltering First Steps toward Socialism
THE FORMATION OF the Lao People's Democratic Republic (LPDR) on December 2, 1975, marked the emergence of the semi-secret Communist party, the Lao People's Revolutionary Party (LPRP), as the self-acknowledged leader of the national democratic revolution. The two top party leaders, Kaysone Phomvihane, now the Prime Minister, and Nouhak Phoumsavan, the Minister of Finance and President of the Lao Trade Union Federation, nonetheless made only rare p…

North Vietnam and the Pathet Lao: Partners in the Struggle for Laos
Laos is a major arena of international confrontation despite the Geneva Accords of 1962. Yet there is a dearth of published material on Laos, and the crucial issue of North Vietnam's role in that country has hardly been examined. This important study illuminates the North Vietnamese-Pathet Lao partnership, an understanding of which is so critical to the search for peace in Indochina. The authors reconstruct dispassionately the politics of the Lao…

Viet Cong Motivation and Morale in 1964
Hospitals are around-the-clock operations and nurses are required to care for patients night and day. The nursing shortage and desire for a more balanced work-to-home life has popularized 12-h shifts for nurses. The present study investigated sleep/wake cycles and fatigue levels in 22 nurses working 12-h shifts, comparing day versus night shifts. Nurses (11day shift and 11 night shift) were recruited from a suburban acute-care medical center. Par…
Rural Resettlement in South Viet Nam: The Agroville Program
A PLAN for large-scale rural resettlement in South Viet Nam-the development of agrovilles-was announced in i959 and implemented with urgency in the subsequent two years. Though the plan was abandoned in i96i, many elements of it have been incorporated into the hamlet plan inaugurated late in ig6i. The agroville program will be examined here* with a view to revealing problems of rural resettlement in Viet Nam, problems still basic today in the con…
