A PLAN for large-scale rural resettlement in South Viet Nam-the development of agrovilles-was announced in i959 and implemented with urgency in the subsequent two years. Though the plan was abandoned in i96i, many elements of it have been incorporated into the hamlet plan inaugurated late in ig6i. The agroville program will be examined here* with a view to revealing problems of rural resettlement in Viet Nam, problems still basic today in the construction of strategic hamlets. On July 7, i959, the fifth anniversary of President Ngo Dinh Diem's accession to power, celebrants throughout Viet Nam heard him broadcast the following description of a major new program designed to regroup the southern peasants into rural concentration centers
