Managing Evaluation and Emasculating it : the Canadian Experience. The canadian tradition in policy evaluation goes back to the early seventies. Less than ten years later, there were evaluation units in each ministerial department : ail policies had to be evaluated within a five years cycle. Nevertheless, this institutional victory of evaluation leaves open issues. Evaluation questions neither the grounds of policies nor alternatives to evaluated policies.
