This paper attempts a multifaceted evaluation of E.E.C. aid to the ACP states under the terms of the Convention of Lomé. In way of introduction a brief outline of the Lomé Convention is offered. The analysis then commences with a definition of E.E.C. aid, followed by an examination of the issues of additionality, the real value of aid and aid privileges. Next it reviews the aid implementation procedures and the aid allocation patterns. This reveals that both are at variance with E.E.C. claims and the stated aims of the Lomé Convention. Further, the analysis focuses on the macro-economic impact of E.E.C. aid which on balance is shown to be beneficial to the ACPs. Finally, this paper concludes with a reflection on the findings of the foregoing analysis in the light of the contending dependency and interdependence interpretations of E.E.C. aid. It is argued that neither gives a satisfactory explanation of the impact of Lomé aid on the dependence and development of the A.C.P. states
