The author reviews four major Arab newspapers and analyzes a number of interviews with Arab elites to determine: (1) how the Arabs view the global military position of the United States and the Soviet Union; (2) how the Arabs see the regional military position of the United States and the Soviet Union; and (3) to what relative degree Arabs believe each of the super‐powers may be willing to employ its forces. He concludes that while a rough parity of capabilities is perceived, U.S. force is still somewhat more credible than Soviet force
