This article begins with the assumption that although there may be yet another stalemate in negotiations between the Arab Confrontation States and Israel, the phase of military confrontation between these two entities, as drawn from behavioral analysis, seems nearly at an end. A new diplomatic/economic phase has been introduced by Egypt and Syria in order to reduce Israeli military options and induce greater political concessions. The conclusion of this article is that both Egypt and Syria appear to be pursuing an overall settlement of the Arab‐Israeli conflict through new means, relying increasingly on the U.S. and international community, and also emphasizes the fact that a situation must evolve that does impede a lasting peace settlement
