This paper examines the establishment in 1967 of the Cape Breton Development Corporation, a federal crown corporation. It stresses two key dimensions of the Cape Breton coal 'problem' regional dependence on the Dominion Steel and Coal Company (DO SCO) for employment and the coal industry's chronic economic malaise. The essay then examines the proliferation of federal policies in support of DO SCO noting Ottawa's long-standing preference for a policy of subsidy to private enterprise. The federal government's rationale of public ownership is explored in detail as is the reaction of opposition parties and other interests. The conclusion places the Cape Breton case in context with other examples of Canadian public enterprise and offers a preliminary explanation for the pattern of policy described
