tures of the province, but also in the very nature of the services provided. The recommendations concerning Education in Volume iii of the Report are particularly far-reaching. A critical examination of some of these recommendations as they affect elementary and secondary education is the purpose of this paper. The recommendations of the report concerning public education may be grouped under three headings: curriculum, administrative structure and finance. The commission did not attempt any such classification system and the attempt has been made in this paper for the purpose of facilitating analysis and intra-provincial comparisons. This paper will emphasize primarily the structural and financial aspects of the report and restrict the discussion of the curricular aspects. I CURRICULUM In many respects the Graham report echoes the dissatisfaction being voiced by many Canadians with respect to their schools. The commissioners criticize the proliferation of courses at the secondary school level, noting that it has done little to counter the elitist image of the secondary schools. This proliferation has resulted in a system in which participation has become meritorious in itself and not because of any progress resulting from participation. The commissioners found inadequacies in the provisions for exceptional children and for ethnic minorities, and were particularly impressed by the public demand for greater offerings in Art, Music and Drama, together with a strong demand for non-sectarian moral education
