The removal of Representative Phil Gramm (D-Tex.) from the House Budget Committee in January 1983 appeared at the time to be a conventional act of party discipline against a member who had been a leader in enacting the economic program of a Republican president. Interviews with 14 members of the House Democratic Steering and Policy Committee which had nominated Gramm for membership in 1981 and recommended his removal in 1983 suggest that the sanction was more the result of Gramm's violation of House norms than of his breaches of party discipline
