The new schemes for international languages do not only make up, at the turning point of the 19th and 20th centuries, a chapter of « fantastic linguistics ». They also combine with considerations upon the idea of general linguistics. How is the legality of phenomena of language conceived ? What relations do speakers have with the language they speak ? On what conditions is the intermixture of languages possible ? Which part is the doing of linguistics facts ? Which is that of will-power ? Which part is that of the unconscious ? Do language undergo a natural development towards decline or progress ? Is language but an instrument ? This paper endeavours to put in order the different answers to these questions provided by the neo-grammarians, Baudouin de Courtenay, Schuchardt, Meillet, Saussure and others by accentuating on the variety of possible sorts of approaches
