Self-regulation has long been a key concept of organizational rationalization in large and even medium-sized businesses. The phrase refers to the downward shifting of decision-making competence and resources as far as possible into those departments that have direct contact with customers, in the form of semiautonomous groups, assembly islands, just-in-time acquisitions systems, or, in the case of the service sector, integrated consulting teams. These efforts have been accompanied by an attempt to flatten hierarchies, reduce burgeoning staffs, and create internal company units with their own financial responsibility. Such policies have been motivated by a variety of factors. The highly centralized control structures that arose in many companies in the past are now not only too expensive to maintain but also inadequate in dealing with increasingly differentiated and rapidly changing market demands.
