This article examines how propaganda plays a role in a nation’s soft power strategy and how cultural and ideological propagation takes place in a global media environment through consideration of the South Korean TV drama Descendants of the Sun (2016). First, a theoretical framework juxtaposing state-led soft power and propaganda is presented. Second, the article summarizes the history of Korean films and dramas in relation to propaganda. Finally, Descendants of the Sun is discussed both as a Korean wave drama generating soft power and as a propaganda drama. The discussion reveals how soft power and propaganda are related to popular culture, how the state is involved in the production and promotion of popular culture, and how soft power is used in this process
