France and Mexico have long traditions of highly centralized government. Nevertheless,in each case, populations in border regions, which are distant from the national capital, have close informal cultural and economic ties with neighboring populations in adjacent nations. In France, tensions between central authorities and local and regional authorities over greater international cooperation at the local and regional levels have been especially evident in Alsace, France's “window” on Europe's economic heartland. Administrative decentralization measures now being implemented in France will probably enhance transborder cooperation, though France still has not formally endorsed the European Outline Convention on Transfrontier Cooperation. The Mexican government maintains its historic resistance to dependency on the United States, and emphasizes policies to integrate its border cities more closely with the rest of Mexico. However, Mexico, like France, could give greater attention to the development of international agreements that respect national sovereignty as well as the wishes of border peoples for closer transborder cooperation
