Children's Centres are a new form of provision for young children and their families which aim to bring together early years education and care, health, welfare and family support services. This paper traces the history of the development of Children's Centres, the research evidence underpinning them, and the policy context under the Labour government elected in 1997, and sets out the challenges for the research now commissioned. The policy drivers include childcare both as tackling child poverty and social exclusion and as social investment, integrated services, area-based strategies, and early years services within the context of family policy.
