This essay offers a set of reflections on Nasar Meer’s significant new study The Cruel Optimism of Racial Justice. The book begins from the premise that racism is systemic. The production of racial injustice, Meer tells us, is conventional not exceptional. Similarly, campaigns for racial justice are routinely characterised by disappointment and failure. From these stark beginnings, Meer charts an account of the stubborn persistence of racial injustice across time and space. This essay asks, if racism is systemic as this important book suggests, then what exactly is the system that reproduces it? And above all, what is to be done about it
