This paper discusses some conceptual and methodological difficulties associated with the use of the form-content distinction in moral development literature. First, the discussion suggests that the use of this distinction should be restricted to the analysis of social environmental influence on moral judgment. An empirical strategy for distinguishing form from content is then provided. It is concluded that any particular variable may exert formal as well as content effects and that the latter may function to complement or contradict the influence of the former
