Concerns of public responsibility and professional certification may\nsometimes mean it is unethical to teach ethics...the purpose of professional\nethics courses is to refine the relevant reflective powers that students\nalready possess in some measure, and assist them to employ these powers in the\napplication of pre-existing general commitments to professional and societal\nnorms...The absence of certain commitments, particularly to nonmaleficence,\npatient autonomy, and respect for persons, leaves a void in which professional\nbehavior cannot be grounded...The state has a duty to protect the public, and\nthrough its licensing, it creates legitimate expectations of the public that\nlicensees will behave ethically. The ethicist has correlative duties when\nconsidering whom to teach in what setting, and especially when certifying to\nthe state that someone has been taught. For these reasons, it is sometimes\nunethical to teach ethics
