This article analyses vowel harmony and disharmony in Turkish in a framework which combines tools of Optimality Theory and Government Phonology. I argue that harmony only operates in derived forms; that is, it is no longer active inside roots. This type of blocking on harmony follows from a non-derivational version of the Strict Cycle Condition. The same mechanism accounts for the behaviour of one group of disharmonic suffixes about which I claim that they form a single phonological unit with the root. The remaining disharmonic suffixes also form a uniform group, where harmony is prevented due to the compound structure they form with the root
