Periods of great change, especially those involving changes in the type of social system, are always difficult for most of the population. Even the most successful reformers have never been able to create conditions under which each and every person's adaptation to the new situation could take place entirely on a voluntary basis. In the extreme case, orienting reforms to predominantly voluntary adaptation would simply nullify such reforms, making any reform impossible. However, taking the opposite approach, toward predominantly forced adaptation, would represent a break with a more important (more important than merely a transition to the market) goal of the transformations. In fact, the original goal of the present reforms was to evolve toward a freer and more prosperous society, a society in which individuals would have better conditions to develop in accordance with the laws of their own life activity. Such a transition, by its very nature, requires freedom not only as an end but also as a means, for, as they say, freedom in the ideal case is "itself the only means for achieving freedom."
