This paper examines 130,683 automobile stops made by officers of the Knoxville (Tennessee) Police Department (KPD) between January 2001 and December 2004 to determine whether KPD officers engage in racially biased policing. The motor vehicle stops, and what transpires during the stops, are analyzed in terms of the race, gender, and age of the stopped motorists. The authors conclude that these data do not provide clear evidence of racially biased policing
