Initial Validation of the Barrier Assessment for Practice with Students Experiencing Homelessness (Bapseh)

Experiencing homelessness as a child can have a deleterious effect on numerous educational outcomes. Because of this, federal policy, The McKinney-Vento Homeless Assistance Act (MVA), provides specific provisions for how schools must address the barriers these students face when pursuing education. While the MVA is widely known in practice and the literature, the mechanisms by which school-based practice with this population is facilitated are understudied. In particular, there are few, if any measures of barriers to practice with this population. This study aims to provide initial psychometric evidence of a novel measure of barriers practice with homeless children and youth. The Barrier Assessment for Practice with Students Experiencing Homelessness (BAPSEH) is designed for this purpose. Using two datasets, one from a survey sent to MVA-mandated liaisons and another of school social workers, exploratory factor analysis identified a three-factor structure, and a separate confirmatory factor analysis supported this finding. The three domains, School-based Barriers, General Homelessness Barriers, and Community Relations Barriers of the measure had high levels of reliability and early evidence of convergent validity
