The purpose of this article is to provide a reflective historical analysis of assessment and quality in preschool, as it has emerged and changed in Sweden as an instrument for state governance and control and as a tool for local development. In an international standpoint, Sweden stands out for its large preschool expansions, a long pedagogical tradition of education and care across age groups, and a public governance of preschools combined with regional autonomy. In this article, the formulation arena is analysed and discussed, addressing how the Swedish government has, and continues to, formulated and handled the assessment of preschool quality
