The author attempts to define what a state/sovereign seal was in the Russian state of the 15th and early 18th centuries, as well as to classify all the currently known seals that fall under this definition. It is concluded that it is impossible to provide a comprehensive definition of state seals or to strictly classify them. Each time, a whole set of features and exceptions must be taken into account. The article also provides an experience of periodization of the development of state seals in the Moscow state from the second half of the 15th to the beginning of the 18th centuries. (from Ivan III to Peter I). It is concluded that in the case of state seals, the Moscow authorities, creating new things, always remembered the old, striving to maintain strict continuity
